Dean of the School of International Economics and Foreign Affairs of the National Research University Higher School of Economics Sergey A. Karaganov has become the member of High-level Panel of Eminent Persons on European Security as a Common Project

The OSCE Chairman-Minister of Foreign Affairs of Switzerland J. Burkhalter has proposed Dean of the School of International Economics and Foreign Affairs of the National Research University Higher School of Economics (NRU HSE), Chairman of the Presidium of the Council on Foreign and Defense Policy Sergey A. Karaganov as an eminent person of the Panel, the first meeting will take place in Munich security conference on February 2015.

The Panel is composed of 15 eminent personalities from all OSCE regions (http://www.osce.org/cio/133976), headed by a Chairperson primus inter pares. The Panel will gather personalities with long-standing practical expertise in European security in all its dimensions and include policymakers as well as representatives of think tanks.

The Panel of Eminent Persons on European Security as a Common Project supposed to provide advice on how to reconsolidate European security as a common project. The Panel shall produce two reports in 2015: аn Interim Report, in particular on lessons learned for the OSCE from its engagement in Ukraine; a Final Report on the broader issues of security in Europe and the OSCE area at large, as outlined above.   Both reports should contain recommendations on action points for policy makers, including for the OSCE Ministerial Council and participating States.
