Challenges notwithstanding, the mantra for India’s transition from balancing to leading power entails developing comprehensive national power: economic development, diplomacy and deterrence are its three pillars.

The purpose of the new Foreign Policy Concept or any other plan amidst permanent chaos is to collect and bring together elements of the previous order, scattered by the past global storms, identify friends and foes, and march towards new cataclysms fully prepared. The ability not only to survive, but also to turn the situation in one’s own favor is a skill that becomes a test for everyone, and the stated foreign policy priorities are intended to help pass this test.

In the situation of global uncertainty, the Eurasian Economic Union has become the most stable integration association in the post-Soviet space.

What we are witnessing today is rather a reaction to the excesses of the previous decades. In the future, international communication will be determined not only by this, but also by some unique traits of the modern structural realities in which the states will have to act.

The realization of national interests, and of foreign policy in general, depends not only on the conscious, scientifically grounded formulation of the content of these interests, but also on the perception by state leaders of the “avails and needs of their homeland and the aspirations of other countries.”
