The culture of tolerance and respect for the rights of minorities is much more important than a democratic form of government and the related procedures, such as free multiparty elections. However, such a liberal political culture is absent from the Arab-Muslim world – and the introduction of a new, formally democratic form of government will not lead to the triumph of liberal values.

Israel regards Russia’s cooperation with Syria and Iran as an indicator of the Kremlin’s willingness to regain the previously lost status of a great power in the Middle East. It hopes to achieve this, Israel believes, by replaying a system of relationships that existed before Gorbachev’s perestroika.

Russia’s growing importance in world politics and economy helps it assume a more independent role in international policies in the Middle East. Russia could offer a new diplomatic initiative for scaling down tensions in the Palestinian-Israeli conflict. This may occur if it bases its incentive on the principle of ‘demographic disengagement’ of the Israelis and Palestinian Arabs.
