Although the U.S. and China are leading in key AI development indicators, Russia has good chances to occupy its niche in the ethical and discursive dimension of AI competition, thus uniting states with similar dominant values.

China’s current international discourse, based on a scientific approach and the assessment of changes taking place in the country, has an objective nature. The endogenous factor of the country’s strengthening in the economic, military, technological, and other areas has caused Beijing’s discourse to intensify.

Subjective plans of communist China for the world, let alone its “intrigues” as an object of Western discourse, throw the West into a conspiracy fervor. Meanwhile, the Chinese ambassadors in the four key European countries continue to develop their diplomatic skills, relying, among other things, on Western philosophical concepts.

The liberal values lying at the core of the European continent’s integration into the European Union (EU) are being put to the test by new factors, particularly the consistent and all-around strengthening of China. Europe’s attitude towards this new global “center of power” and, in particular, its Belt and Road Initiative, increasingly demonstrates the fragility of the existing system of values in EU countries, and its declining effectiveness.
